President reminisces about his own 'black Lab and German Shephard' as he talks to California emergency worker and strokes his service dog

 President Joe Biden was spotted bonding with a service dog and his owner at the California Governors' Office of Emergency Services and talking about his own beloved dogs Major and Champ.  

The video was taken during Biden's first tour in the West Coast, where he surveyed damaged left by the wildfire season and campaigned in support of California Gov facing recall election Gavin Newson.

In the clip, posted by The Recount's account on Twitter, Biden can be seen talking to a staff member at the Office of Emergency Services, and sharing his love of canines as he pets the service dog.   

Biden told the staff member about the dogs he has owned, including a black Labrador and German Shepard Champ, who died in June. 

'I had a black lab[rador] for fifteen years,' Biden said. 

'Best company in the world. And then my German Shephard died at age 15. 

'They're the best aren't they?' Biden said before the 13 second clip ends.

Some users were concerned about the President interacting with a service dog and wondered if he had previously asked the owner if it was ok to pet it.

'That is an Assistance dog on duty. 

'I sure hope he asked the handler if he could pet the dog. Generally handlers do not want their dogs distracted from their work. Big No!!!' said @snapster552. 

However, some commended Biden's character and familiarity with canines. 

'I give pets to all 4 of the dogs on either side of my back yard. Even play fetch with them Two German Shepard and two mixed. But I own cats.

'Real pet owners are just good people also. You can tell a lot about a person by the way they treat and interact with animals (pets),' said @rizrug2216. 

Champ died on June 19, leaving Major, Biden's other dog, as the sole First Dog of the nation.  

Biden brought back the longtime tradition of presidential pets when he took office in January, after a pet hiatus in the White House during Trump's term.

Biden was in California surveying damage left by the state's unparalleled wildfire season, and to boost Gov. Gavin Newsom's chances of reelection ahead of the state's Tuesday recall election. 

It is the President's first tour in the West Coast since taking office. 

Biden approved a disaster declaration for California, allowing funds to go towards structural recovery after more than 6,800 wildfires large and small blackened an estimated 1.7 million acres within the state.  

Him and Newsom visited Sacramento and Long Beach on Air Force One for a Monday night campaign rally at Long Beach City College.

They then went to the California Governor's Office of Emergency Services before an aerial tour of fire damage in the area. 

Biden spoke about the urgent action needed to combat climate change.

'We have a global warning problem, a serious global warning problem. And it's consequential...

'Things are not going to go back the way they were, it's not going to get any better than this today. It only can get worse,' he said at a press conference.  

'It's not a Democrat thing, it's not a Republican thing. It's a weather thing. It's reality. It's serious,' he added.  

'We have to act more rapidly and more firmly and more broadly than today,' the president said. 'We can’t afford to let anything slip further. It really is a matter of what the world will look like.' 

FiveThirtyEight.com's compilation of polls showed on Monday that 57.5 per cent of California voters wanted Newsom to stay in office, while 40.8 per cent planned to vote for his removal.

A month ago, polls were essentially tied among Californians who planned to vote 'no' on the recall, which would allow the Democrat to remain, and those who planned to vote 'yes,' to oust him.

The second question on the recall ballot asks Californians to choose a Newsom replacement.
