    1. The article states income, not charges. Operating costs have been deducted to reflect that.

    1. As far as I am concerned it should be in the top 3. Also, would allow for bonuses for teachers that excel in their field and penalties to again weed out the PoS teachers.
      Of course this would do zero good until after the whole damn educational system gets a much needed revamp.
